• Can create their own civilian crews
• Civilians have their own marketplace
• You cannot switch to or from this class, you can only start as it
• Bank only send to civilians or receive from civilians
• No access to bank vaults
• No access to bullet factories
• No access to steel factories
• Different crimes? More white collar options

• Prevent gambling if not in St Pete
• Prevent picking up props from cities page
• Prevent Escrow
• Prevent extortion for civilians
